On 29 December 1999, the President of Turkmenistan
Saparmurat Niyazov signed a Constitutional Law “On Amendments to the Constitution of Turkmenistan”. Article 20
of the Constitution of Turkmenistan, which was brought in compliance with the international norms on death penalty, in its
latest version says that each person has the right to life and freedom to exercise it. No one may be deprived of life. The right of every citizen
for free life is protected by the state. Death penalty is Turkmenistan is fully abolished
and forbidden for good.
