A new page was added to the history of the Turkmen-Chinese relations. President of Turkmenistan Saparmurat Niyazov has paid the third visit to the People’s Republic of China.

On these spring days the people of China are extending a hearty welcome to the President of Turkmenistan whose visit became the number one event in China’s political life.

In the morning on April 3, the presentation of the sequel of Ruhnama on the Chinese language was arranged at the People’s University of China. The PRC Minister of Culture and the members of the Turkmen governmental delegation took part in the solemn ceremony held at the largest higher educational establishment of China. The ceremony served as the prologue of the Turkmen-Chinese summit talks covered widely in the Chinese and foreign news agencies.

The leaders of Turkmenistan and China held the highest-level talks at the Big Eastern Hall of the House of People’s Assembly in Beijing.

Warmly and hearty greeting the honorary guest the PRC President noted that he was very glad to meet with the Turkmen leader whose activity enabled to develop constructive and consistent bilateral relations within the last 10 years. Hu Jintao stressed that in recent years Turkmenistan and China had considerably advanced in their endeavours to strengthen and expand bilateral co-operation. “I am convinced that your visit to China will become a milestone in the interstate relations,” the Chinese leader said.

Thanking for an invitation to visit the PRC and warm welcome the President of Turkmenistan called the centuries-old history of the Turkmen-Chinese relations tracing back to ancient times the chronicles that forefathers of both peoples had started to write and the present and the future generations would continue. Over two thousand years ago the Turkmen presented a Chinese emperor Ahalteke horses that were called ‘heaven horses’ for their beauty and grace. In this way the Great Silk Route that forever bound up our countries was built, the Turkmen leader said emphasizing that the Turkmen people maintained their traditions up to the present time. “Based on the customs to present every best you have as a token of respect and friendship I brought five thoroughbred Ahalteke horses to China. Called a symbol of perfection they embody the wonderful goals that the peoples of Turkmenistan and China are to jointly move towards for many years ahead,” Saparmurat Niyazov said.

The Turkmen leader stressed that he had come to the ancient Chinese land with the special feeling of admiration and respect to the country’s legendary history and its legendary present. The Turkmen leader said that China justly gained great international prestige stressing that one could not admire China’s economic power and the rates of national development. China stood firmly as an unsubdued power, and it had been and was an important attribute of its history, the Turkmen leader said.

Speaking on the high level of the Turkmen-Chinese partnership reached in recent years Saparmurat Niyazov focused on the role that China had played in the establishment of the young Turkmen state that had chosen the way of freedom and independence. China was among the first countries to support Turkmenistan in its endeavours to lead the way of independent development based on the abundant spiritual experience after collapsing the USSR. Since that time we are aware of Great China’s inestimable assistance, Saparmurat Niyazov continued stressing that China’s assistance had profoundly contributed to the establishment of Turkmenistan as an independent and self-sufficient state in many respects. There is China’s input in all our achievements be it oil and gas industry, communication sphere, transport, railway transport, in particular, the Turkmen leader said expressing profound gratitude coming from the Turkmen people’s hearts to the Chinese friends.

The time had come when we were able to return the greatest concern and support, Saparmurat Niyazov said emphasizing that Turkmenistan possessed all necessary opportunities provided by the national huge energy potential estimated at 12 billion tons of oil and 22 trillion cubic metres of natural gas. We could jointly implement this huge potential, the President said stressing that Turkmenistan could collaborate with Chinese partners in almost all spheres of oil and gas sector including development of the Turkmen sector of the Caspian Sea. Speaking on the topic Saparmurat Niyazov emphasized the initiative that China had demonstrated during the meeting of both leaders in Moscow where the Chinese partners had declared their willingness to deepen and expand co-operation with Turkmenistan in almost all directions.

In conclusion Turkmenistan’s leader express admiration shared by the members of the Turkmen governmental delegation of their stay on the Chinese land and wished the people of China further success in their constructive labour in the name of Great and One China.

Thanking Saparmurat Niyazov for the warm wishes and the gift Hu Jintao said that he was deeply impressed with the concern and respect demonstrated by the head of the Turkmen state. We regarded it, the PRC President said, as not only the expression of sympathy with the Chinese people but also the demonstration of friendly relations established between our countries.

Nowadays, the PRC President continued, reliable, time-proved co-operation bound up us with Turkmenistan like the Great Silk Route did many millennia ago. Continuous enhancement of political confidence, active mutual support in the issues of national independence, sovereignty and territorial integrity, fruitful interaction in trade and economic, transport, energy and humanitarian spheres, active co-ordination and interaction in the regional and international issues attested to that, the PRC President said.

“China respects the Turkmen people’s choice of the way of national development and supports the policy of permanent neutrality and the efforts Turkmenistan was making to maintain national independence and sovereignty, to secure stability in the region and to develop national economy,” the Chinese leader stressed. He also emphasized that development of the ties of friendship and co-operation with Turkmenistan on a long-term and stable basis was the purposeful policy pursued by the Chinese government that would undergo no changes in spite of whichever changes in international situation.”

“Being guided by this principle China is ready to collaborate with Turkmen partners in advancing the interstate relations in all directions,” the PRC President said suggesting adhering to the principle of mutual respect and equality, expanding mutually advantageous trade and economic co-operation taking into account the high degree of the countries’ complement on the market of advanced technologies, capitals and resources, promoting co-operation on security, jointly fighting against terrorism, separatism and extremism, expanding cultural, educational and scientific exchanges and co-operation, actively co-ordinating and interacting in international issues.

Noting that he had the most favourable recollections of his visit to Turkmenistan in 1995 Hu Jintao supported further enhancement of the Turkmen-Chinese dialogue in all aspects of bilateral interaction. The PRC President defined the energy sector where combination of the efforts taken by Turkmenistan with abundant hydrocarbon resources and China with the dynamically developed economy served as the guarantor of the countries’ wellbeing and prosperity as the special sphere of bilateral co-operation. In this connection Hu Jintao said that China had high hopes for the pipeline that would supply Turkmen natural gas to China. Among other promising directions of the Turkmen-Chinese co-operation were textile industry, transport and many others in which Turkmenistan and China had laid the foundation of further successful partnership.

Supporting one another in implementing domestic and foreign policies aimed at strengthening the basis of independence, sovereignty and integrity of our states, the Chinese leader said, we would henceforth do our best so that Turkmenistan and China would remain true friends and partners while building the strategic relations.

Hu Jintao emphasized that the People’s Republic of China that was one of the co-sponsors of the UN Resolution on Permanent Neutrality of Turkmenistan 11 years ago highly appreciated the Turkmen state’s contribution to enhancement of international co-operation on security. The Chinese leader declared that China supported Turkmenistan’s initiative on the establishment of the UN Regional Centre for Conflict Prevention and Preventive Diplomacy in Ashgabat as another manifestation of the good will and readiness to place the peace-making potential at the service of the interests of peace and stability.

Saparmurat Niyazov invited Hu Jintao to pay a return visit to Turkmenistan so that the Chinese leader would see at first hand the changes taking place on the ancient Turkmen land and take part in the ceremony of laying the gas pipeline. Hu Jintao accepted the invitation with gratitude and assured that he was ready to visit Turkmenistan at any convenient time.

Upon concluding the meeting the solemn ceremony of signing the bilateral documents to offer another powerful incentive to enhance the dynamically developed Turkmen-Chinese relations was held. The leaders of both countries countersigned the Joint Declaration of Turkmenistan and the People’s Republic of China and the General Agreement on implementation of the project on construction of the Turkmenistan-China gas pipeline and supply of natural gas from Turkmenistan to the People’s Republic of China of the government of Turkmenistan and the government of the People’s Republic of China.

The intergovernmental agreements including the Agreement on Co-operation in Fighting Terrorism, Separatism and Extremism, the Agreement on Co-operation in Oil and Gas Sector of the Ministry of Oil and Gas Industry and Mineral Resources of Turkmenistan and the China National Petroleum Corporation and two framework agreements on extension of lax credit (estimated at 200 million Yuans) of the government of Turkmenistan and the government of the People’s Republic of China. The package of the documents included the exchange letters on approval of the project on construction of a panne velvet factory and the exchange letters on approval of the project on delivery of one set of mobile inspection system for vehicle and container inspection.

In the evening on April 3, an official reception was given in honour of the President of Turkmenistan.
